Vassalboro Board of Selectmen
Minutes of the Meeting
May 17, 2018

Members Present: Rob Browne, Lauchlin Titus, and John Melrose

Others Present: Mary Sabins, Mary Grow, Auditor Ron Smith, Jean Poulin, Elizabeth Reuthe, and Rick Denico (7:00).

1. Call to order – The meeting was called to order by Chairman Titus at 6:30 p.m.

2. Minutes – On a motion made by J. Melrose, seconded by R. Browne, the Board voted unanimously to accept the minutes of the 5/2/18 meeting as written.

3. Auditor Ron Smith introduced himself and shared the background of his company and their work with many municipalities throughout the state. Discussion ensued about the town’s undesignated fund balance (surplus). He indicated that the school debt for summer salaries and the school lunch program was reflected in our surplus balance. If not for those negative balances, the town’s surplus balance would be approximately $325K higher. The Board agreed that an open discussion with the School Committee and the new Superintendent was needed in the near future to discuss how to deal with these deficit issues. Auditor Smith also suggested that changes to the Town’s Fund Balance Policy could be made to make the policy more unique to the town’s finances, rather than the boilerplate policy that is now in place. Mr. Smith will provide samples for guidelines to use to draft a new policy.

4. Undesignated Fund Balance Policy – Given the discussion with the auditor tonight, the Selectmen postponed discussion on this agenda item until more information from the auditor is available.

5. Reports – a. Road Report - On a motion made by R. Browne, seconded by J. Melrose, the Board voted unanimously to accept the report as presented. b. First Responders’ Report – No report available.

6. Treasurer’s Warrants – On a motion made by R. Browne, seconded by J. Melrose, the Board voted unanimously to approve warrants #75 and #76.

7. Other1. Sabins informed the Board that she had received an application for TIF funding from the Sanitary District. Chairman Titus stated that the needed public hearing could be scheduled for the next meeting at 7:00 p.m. 2. Sabins reported on a meeting she and George Hamar had attended earlier in the week with Shelby Wright from Fiberight. The Fiberight plant will not be ready to receive trash or recyclables until September 20, 2018. 3. A reminder was given to the Selectmen that Wednesday, May 23rd from noon to 4:00 p.m. is the date for the Senior Services Fair at St. Bridget’s Center, spearheaded by the Town FAVOR Committee (Friends Advocating for Vassalboro’s Older Residents). 4. Notice of the upcoming Kennebec County Budget Meetings was shared with the Board. 5. The language to be used on the 2018 Spirit of America Award was discussed. The award will be presented at Town Meeting. 6. At the request of Linda Titus, the Board approved and signed a Taste Testing Event license application. The event will be a fundraising event sponsored by the Save-the-Mill volunteers. 7. Selectman Melrose inquired if anyone was injured in the recent structure fire on Riverside Drive. To the knowledge of those present at the meeting, there were no injuries.

8. Adjourn – There being no further business to discuss, the meeting was adjourned at 8:17 p.m.
